I would have to read more about the history of the UN to know. Surely the architects of the UN realized that making it almost impossible for the UN to act undermined the whole point of the UN...? But at this point in my life maybe I should realize that you can't ever say "surely" with regard to human behavior/knowledge. You'd THINK surely people would think thus and such, but so often you would be wrong.

This reminds me of the Sally Belfrage book, where she goes down to Mississippi for the Freedom Summer and sees a license plate that says "You are now entering Occupied Mississippi." Clearly a lot of white southerners felt (still feel?) that way.
