Yes, I definitely think that, like, the dignity of the award or the weight of tradition or something pushes the Newbery committee toward books with Weighty Themes. And, to be fair, the award is meant to award books for their literary excellence, not for their accessibility to the widest possible range of children... But I think teachers/parents often use the award as if it IS meant to mark books that appeal most to children, and it might be more useful if that was taken into account.
