I've always felt that it was an under-explored vein of angst that Steve's work for SHIELD was always really, secretly, work for Hydra; he's fought for Hydra just as much as Bucky has, and he wasn't even brainwashed (although obviously he was comprehensively lied to, like all the other loyal SHIELD agents, Natasha included). I've always thought Steve might have trouble forgiving himself for that - far more trouble than he has forgiving Bucky.
