It was made by PBS, and I feel like the people who made it maybe watched a lot of the British BBC period dramas PBS imports without quiiiiite understanding what makes them work. Stylistically it feels similar, right down to the arrangement of the credit sequence, but they don't seem to have fully grasped the substance.
