I think so, but I also think story and plot is one of those distinctions where no two people are going to agree on the exact dividing line. Sofia Coppola films are often all story and little to no plot (except for The Beguiled), whereas Marvel films are sometimes so plot-heavy it crowds out everything else, but there's loads of space in between those two options.
To be fair, I think the whale digressions in Moby-Dick were always controversial - it wasn't a popular book when it came out, after all, so this may not be matter of time period so much as some readers love digressions and other readers Do Not See the Point and ne'er the twain shall meet.
