Ha, yes, that does sound confusing. I don't believe anyone has ever described a supermarket cart as cute.
Now that I've read this book, I'm probably always going to see talk about new roads to relieve congestion as a Sisyphean gesture. New roads won't relieve congestion; new (or improved) public transportation might.
