When he was young, the whole "for life" thing sounded just fine, but it's been nearly three decades now and he's getting kind of tired of it, and no one will let him retire. The senators would love to turn him into a hallucinogenic werewolf if they could, but as it is, they're too afraid to even try. He even hints at retirement and they all beg him to stay, because they're so afraid that this is just a ruse to lure out likely successors so he can destroy them.
He hoped that taking the course would bring back his enthusiasm for dictatorship, but reading the Society's recommendations just makes him feel so, so tired. He doesn't want to institute reforms. Either he's riling the rebels on purpose to get out of this whole dictatoring business, or he's just too tired to think through his decisions and realize how poor they are, and doesn't really care anyway.
