Because of stuff that happens in season 3, I've come around to the necessity of Paul's double agent status. But I wasn't too keen on it at first: I liked that Paul, despite his physical badassery, was at the mercy of forces larger than himself, and making him a double agent means he was secretly in control the whole time.
And I still think that it's a retcon that they only came up with in the last few episodes of season 2, probably because they were concerned how to keep Paul relevant in the wake of Rachel's pencil incident.
