Time Enough For Drums was the only Rinaldi book I really got into (I tried with a couple others, but alas, the time periods were too late to really interest me at the time). There is a bit of romance in it, but there's also so much more. Some (at least from what I remember) very complex morality and family issues and whatnot. I really do recommend taking a chance on it; it's one of the books I've been meaning to reread for years now because of how it stuck with me.
And I tracked down that other book! It is simply titled 1787, and it's by Joan Anderson, if you're ever curious. There's a little bit of romance in that one, too, from what I remember (in that the main character has something of a girlfriend), but what I most remember is the CONSTITUTIONAL DRAMA, so I'm pretty sure the romance takes a back seat to the main plot.
