No kidding. I have similar issues with the Dominion Jewel, which is used effectively in SotL, used ineffectively in Immortals, and then suddenly made a problem in PotS so it can never really be used again. Um.
This is a large part of why I think Jon's running Tortall into the ground, and that Roald is going to get stuck with a seriously nasty mess when/if he ever becomes king.
