I didn't identify with her as strongly, but yes, Issy is the most fully realized member of the group, and just so much OH ISSY NO. I was intrigued by the description of Issy by the lawyer who met her as "a survivor" -- it hints that she's experienced past trauma above and beyond the work bullying. (And yes, the thing you describe is a bit manipulative, but as the plot reveals various other characters in the book are more blatantly and less honestly manipulative.)
