Yes, I think that's a real weakness in the ending. It's thematically inconsistent, and it also opened up the question how Therru, daughter of the greatest dragon ever, ended up with those terrible people in the first place. Seems careless of the greatest dragon ever, really!

I wonder if Le Guin wrote herself into a corner and couldn't figure out another way to get Tenar and Ged out of their situation.
