Clearly that town has issues! Why would their be a plague of first chapters and no others?? In fact, it sounds like the sort of weird thing you'd need to call in Sapphire and Steel for, and that's about as bad as it gets.

It's a bit impressive how many ways he comes up with to cut off a book at the first chapter, but still frustrating.
