Maybe he didn't physically wall it off, but just banned the islanders from going there? I can't tell if I just wasn't paying enough attention or if it really wasn't well explained.

I feel like the author could have come up with a better title probably - there's a volcano! name it after the volcano! - but maybe it's just as well that it has the subpar one. It might warn some people off.
